Sebastian Harnisch is professor for Political Science at the Ruprecht-Karls-University of Heidelberg. His research and publications encompass Comparative Foreign and Security Policy, theories of International Relations, non-proliferation of weapons of mass destruction and Korean Affairs.

Stephanie Uther studied Political Science and German language and literature studies at the University of Mainz, the National University of Ireland, Galway, and the University of Heidelberg. In July 2009 she graduated with emphasis on International Relations. Her master thesis analyses the EU’s actorness in the field of foreign energy policy. Since October 2009 Stephanie concentrates on her doctoral thesis on the influence of national risk cultures on a prospective regulation of geoengineering.
The project in brief:
In view of the European Union's (EU) leading role in the international climate change negotiations, the Union is considered to become a central platform or a prospective actor regarding the regulation of CE-activities. Against this background the project analyses the development of national risk cultures within selected member states and their constitutive influence on the potential implementation of a CE governance framework. The project seeks to ask how and to what extent national risk cultures are either supporting or inhibiting the process of political decision-making within the EU.
